Talents and the calculator explained

Available at level 10, with a point in each level after that.

What Blizzard has stated

Talents become available at level 10. The trees keep a familiar row structure. One-point milestone talents sit at 11, 21, and 31 points, and Forever adds a 16-point milestone. Changing talents, including Legacy talents, is done at a class trainer in a major city. Dual Specialization becomes available at level 40.

Blizzard has also said some talents match patch 1.12, some are adjusted, and some class-wide buffs such as Divine Spirit, Blessing of Kings, and Improved Mark of the Wild are baseline instead of talents.

How points are spent

Each class has three trees. A talent further down needs the listed points from earlier rows, in steps of 5. A prerequisite has to be at full rank.

The calculator allows 51 points: one per level from 10 to 60. Talents start at level 10.

Legacy trees

Legacy has three trees: Professions, Adventure, and Resourcefulness. A character can spend 16 points in them at launch.
